Center City remains the economic and social core of Philadelphia. Each day, hundreds of thousands of people move through downtown streets, offices, restaurants, and public spaces.
During the Center City District’s annual “State of Center City” event, local leaders highlighted continued growth across the urban core. At the same time, concerns surrounding business taxes, homelessness, and transit funding were also discussed.
The Center City District oversees the area surrounding City Hall from 8th Street to the Schuylkill River. In addition, the organization supports streetscape improvements, public safety, cleaning services, and capital projects.
Since 1997, more than $51 million has been invested into public improvements throughout the district. As a result, downtown infrastructure and public spaces have continued evolving.
Center City also remains Philadelphia’s largest employment hub. Roughly 250,000 jobs are concentrated within the downtown core, representing approximately 42 percent of the city’s total employment.
Meanwhile, the residential population has continued growing steadily. Since 2011, the number of residents living downtown has increased by 28 percent to approximately 210,000 people.
Retail activity has also remained resilient. According to district data, retail occupancy reached 84 percent in March 2026. Consequently, storefront demand continues to recover despite broader economic uncertainty.
Office market conditions have shifted in recent years. However, Philadelphia has experienced smaller office losses than many competing cities. In response, several office buildings are being converted into residential and mixed-use properties.
Housing development has also accelerated throughout Center City. In fact, the area led Philadelphia in new housing construction during 2024.
Taken together, the data reflects continued momentum across Philadelphia’s urban core as investment, residential growth, and mixed-use redevelopment reshape Center City.
